A sister filing false CPS & other government agency calls to sabotage the other sister?

I know a girl who keeps calling cps and other government agencies on her own sister out of jealousy. I didn't say anything but now there lives have been turned upside down and I saw that the sister was having a nervous breakdown because of the multiple calls. I know the girl did it because she felt everything good happens for her sister, a marriage, children, job success. After the breakdown, the sister couldn't handle the stress and dropped out of her doctorate program and lost her job. The girl thought it was funny. The girl is an ex-stripper/prostitute who wrote a lot of bad checks in the past and used a lot of men for money. She had no education, not able to keep a job, and no man for a long time. I once thought of her as friend but as I got to know the sister, I told her what was going on and who was behind the false calls and why. They already knew because of her track record but since the sister lost the job and is in a lot of debt for almost finishing her doctorate program they're broke to hire an atty. What can be done?
