Why is child support pushing for money if you don't have a job or money to pay?

I have one kid i pay child support for and they took everything from me. I can't even work to pay my bill's and feed the other two kid's i have that i take care of. they took my D.L. and my bank acct and now want more than half my pay check why don't i have a right to pay my bill's and live a life. Me and my family are about to be homeless in the snow because i can't support them or me! Why is this? why take money i don't have there are other's like me too and it's not right we can't work to support are family's. I have tryed to work thing's out with the c.s. and they don't return call's something need's to be done about this C.S. has gotten out of hand where we can't live what is going on with this? The way thing's are right now in the u.s. no job's and hard to find work to pay bill's or live. Can something be done so i can live and support my family too?? Child Support make it hard for father's that try to make it right and pay c.s. I have been in a hole and have tryed to pull my self out! But c.s. willn't let me get on my feet why?? Can you tell me that vice p ? I need help bad and i don't know what to do about it?
