I want to have another baby, but I have previous children already adopted out...?

I am a saved christian now. I am soon to be married and I want to have a baby with my husband to be. I am not sure how I would begin the process of ensuring that the baby will come home with me. I have had 4 other children. The two oldest I gave up for adoption by choice bc I was young and couldn't take care of them. The youngest two were taken from me for crooked reasons, and because I didn't have my oldest two children. All four were adjudicated in the court system. I feel now, I am a responsible person and I am ready to have a family now. I was 19 then and I am 28 now. I need some real suggestions on how to begin to go throught the process of legelly keeping my child. i.e. Should I get a lawyer? Do I go into the belly of the enemy and ask child services what I need to do? I am unsure. I just want a family again. No rude adoption/negletful mother comments please. I need real answers and help.
