Why does my laptop jump wifi signals?

I have a Dell pp22l, it will jump from my wireless router to somebody else's that doesn't have security. I checked the router and it's fine, I can connect other devices to it without a problem. I can connect the laptop but after a while it will just jump back and forth with wifi signals.
