Missing State checks when did they efile?

I was wondering when did the individuals file their taxes WHO were getting there refunds back already from the state of Georgia?,even though there is a problem and the money was taken back but I filed and was accepted on the 16 when did the others file was their another dated I did not know about I filed on the first day the IRS accepted.
