Should i call child services for infant neglect?

I have a family member who has 4 month old twins and i feel like they are not taking care of. This family has always been dirty but these babies smell so bad you can tell they don't get bathed. I watched them over night once and one had a horrible diaper rash. when i see them i always have to clean ear wax out of their ears that is falling out. Their house is not in good shape i almost broke my leg falling into a hole in their floor. and they only have one crib for both babies together. The father has also mentioned that he smokes pot till he doesn't know who he is anymore. if i call child services will they take the children away? will they make them do drug test? who would the babies go to?
